The Town of Eagar elects its leaders on a two-year, staggered basis. The Town is pleased that it's past and present council members take an active role in ensuring the quality of life in Eagar is maintained for future generations.

Mayor Gloria Eagar

Gloria is a native of the area and is married to the great grandson of one of the original founders of the town. Consequently, the welfare of the town and its citizens is of great importance in her life.

Gloria retired from banking after fifteen years. She started as a teller and worked as Customer Service Representative, Loan Officer, and Assistant Manager.

Prior to running for council, she served two terms on the Planning and Zoning Commission for the Town. Currently, Councilwoman Eagar is a board member on the Apache County Economic Security Corporation.

Gloria lives in one of the oldest homes in Eagar, and is a collector of antiques and local memorabilia. She also loves to garden, do genealogy, travel, and read. Her three children and nine grandchildren play a large part in her life as they also live in the Eagar area.

Because of her background in customer service, she is particularly conscious of this area in connection with town government and town employees. Her vision for Eagar is for it to remain a special place for families to be able to live in an environment with clean air and safe neighborhoods, surrounded by the natural beauty of the area. She recognizes the need for more employment opportunities and a larger revenue source, and hopes to be instrumental in securing these things for the people of Eagar.

Councilwoman Sue Chacon

I grew up in a small town in Northern New Mexico, and then as a teenager, moved to Albuquerque.  I have a balanced perspective of the challenges rural communities are faced with.

My husband, Albert and I moved to Round Valley in 1999.  We have horses, a cat, and a dog.  I enjoy living in the beautiful White Mountains where I spend as much of my free time as possible riding my horses and fly-fishing.

I have a B.S. degree from the University of New Mexico in Training and Technology and a A.A.S. degree in Environmental Protection Technology from N.M. Tech- Voc. Institute.

Before coming to Round Valley, I worked as a Training Specialist for Department of Energy and Department of Defense contractors at Kirtland Air Force Base in Albuquerque.  As part of my work there, I developed and presented a variety of technical training programs for Satellite Operators, Nuclear Weapons Curriers and HC-130 flight crews.

My education has provided me with wonderful opportunities to work in both government and private industries.  In my work I have developed leadership skills as the coordinator and leader of many team projects.

I started and have operated a successful small business in Round Valley, The Speckled Trout, now in its sixth year.  In May of 2002 we opened a second store in Greer and in May of 2004 we opened Sue's Shoes in Springerville.  I have the experience of developing a new business and being a business owner and employer in rural Arizona.  Many of the organizational and communication skills I learned in school and in previous jobs have contributed to my success as a small business proprietor.

I served on the Board of Directors for the Springerville-Eagar Chamber of Commerce for two terms, so I am well versed in the challenges facing small businesses in our community.

In 2002 and 2003 I had the privilege of participating in the Project CENTRL (Center for Rural Leadership) program managed by The University of Arizona.  The spirit of Project CENTRL is the training of rural community leaders.  As part of this experience, I traveled all over Arizona and networked with community leaders to learn about rural issues such as: health-care, education, water resources, and economic development.  I learned that problems faced by Eagar are shared by all small communities in the State.

But, the most important thing I learned as part of my CENTRL experience is that because they are the holders of the state's cultural identity and history, it is important to nurture small communities so they continue to thrive.

The reasons I wanted to be on the Eagar town council are: I have a sincere desire to get more involved in the community; I feel a responsibility to apply my Project CENTRAL education; and I have skills which I believe will make me a good representative of the people who live here.

Councilwoman Kim Holaway  

Kim Holaway was born in Tucson and grew up in Tucson and Phoenix. She and her husband, Dave have been married for nearly 32 years and have two adult sons. They have owned a home in Eagar for over 14 years and moved to Eagar full time 3 years ago.  

Kim worked for the Marana Unified School District for 27 years as a teacher, counselor, principal and student services director. She has attended numerous workshops in the areas of leadership, decision making, budgeting and interpersonal relationships. For the past 18 years she has taught part-time for the University of Phoenix. 

Kim’s undergraduate degree is in Business Education from Northern Arizona University. She also earned masters degrees from the University of Arizona in School Counseling and School Administration and recently was awarded a doctorate in Educational Leadership from the University of Arizona. 

Her participation in local organizations includes the Community Presbyterian Church, Springerville-Eagar Chamber of Commerce, Springerville Rotary Club and the White Mountain Historical Society.  

She is honored to have been elected to serve the citizens of Eagar. Kim is committed to being an active and involved councilwoman. She will utilize her time and talents to preserve the quality of life that Eagar currently offers residents. Specifically, she will focus her efforts on ensuring fiscal responsibility, protecting our natural resources, strengthening community planning and promoting business expansion and employment opportunities.

Councilman James Nelson Jr.

James Wayne Nelson, Jr. is a fourth generation native of Eagar, Arizona.  James graduated from Arizona State University in 1998 with a Bachelor’s of Science in Civil Engineering and in 2005 obtained his Registered Professional Civil Engineer Certificate for the State of Arizona.  During the past four years James has been working as a Generation Engineer for Tucson Electric Power Company in Springerville, Arizona.  In 2006 he was honored by election to serve as a member of the Eagar Town Council.  James is also an active member of the Arizona ATV Outlaws and the Apache County Sheriffs’ Posse.  However, his greatest fulfillment comes from his two beautiful daughters: Noelle, who is seven years of age and Isabella, who is three years old.

 

Councilman Bryon Smith

I am a native Arizonan and have lived in Eagar since 1983. Prior to my retirement in 2002, I served as a Chemical Technician with Tucson Electric Power. Before relocating here in 1983, I worked for TEP in Tucson.  

My wife Betty serves as Court Administrator at the Apache County Superior Court. Our daughter Nicole, a 2004 Round Valley High School graduate, is a Northern Arizona University student.  

My educational pursuits include four years at Grand Canyon College
and additional classes at the University of Arizona and Northland
Pioneer College. I’ve also benefited from formal leadership and
team-building training.  

I presently serve as an AARP Tax Aide volunteer assisting seniors
and low income individuals with income tax preparation. In my free time, I enjoy working with computers, photography, reading, and observing wildlife.  

I love living in Eagar and I’m thankful for the opportunity to serve my community. My desire for Eagar is a plan that would provide growth and employment opportunities while maintaining the small-town rural atmosphere that our residents treasure.

Councilman Gary Finch

Gary was born in Mesa, Arizona and raised from infancy in Eagar.  Gary lived two years in Missouri and five years in various places while in the Service and forty four years in Eagar.  Gary has been in the construction industry most of his life and owns and operates a contracting business in Eagar.

Gary graduated from Round Valley High School and has taken continuing education classes in math, history, welding, personnel management and economics.  Gary has skills in all phases of residential construction.  He has worked on schools, factories, resorts, motels, condominiums, convenience stores, metal buildings, commercial storage units, truck stops, built frame homes, SIP's panel homes, garages, barns, block homes and log homes.  

Gary is active in his church, has been a Boy Scout Leader, and has been actively involved in the Apache County Sheriff's Posse for seventeen years.  He likes to hunt, fish, camp and generally enjoy the out-doors, especially with his family and friends.

Gary's objective is to work hard, serve the community where he grew up and to ensure that the community grows and prospers.  Gary intends to do his part to see that the constitution remains the supreme law of the land and that people are treated with equity and fairness.
