The Town of Eagar is governed by a council of 6 members and a Mayor, with staggered elections held every 2 years. The purpose of the Town Council is to determine policy and strategic goals, which are implemented by the departments of the Town through the Town Manager.

Eagar is proud of the active involvement by the residents of our community in their government, and encourages residents and visitors to attend the regularly scheduled meetings.

Attending a Council Meeting

We welcome your interest and participation in the process of representative government. We hope you and your friends will often attend Eagar Town Council Meetings. Democracy cannot endure without an informed electorate.

Eagar has the council-manager form of local government. Policy is set by the Mayor and Council, who are elected by the residents of the Town. The policy is then carried out by the Town Manager, who is appointed by the Council. The Council decides what is to be done, and the Town Manager, working through the entire staff, implements the decision. This separation of policy making from policy administration is considered the most economical and efficient form of local government.

Council Meetings

The regular meetings of the Town Council of Eagar convenes on the first and second Tuesdays of each month. The meetings start promptly at 7:00PM, at the Town Council Chambers located at
22 West 2nd Street. All members of the public are invited to attend.

Special Work Meetings

The Town Council convenes Special Work Meetings on the first and second Tuesdays of each month at 6:00PM. These sessions are to provide the council an opportunity to discuss with the Town Staff matters relating to the Council Agenda. Residents of Eagar are invited to attend these special sessions, however, public comments can only be made during the regular meetings.

By law, a printed copy of the agenda is posted for each meeting, 24 hours in advance of the scheduled meeting at the Eagar Post Office, Town Hall and on this website.

Eagar Municipal Property Corporation

A non-profit corporation under and pursuant to Chapter 5, Title 10, Arizona Revised Statutes; the purpose for which the corporation is organized is the transaction of any or all lawful business for which non-profit corporations may be incorporated under the laws of the State of Arizona, including, without limiting the generality of the foregoing, any civic or charitable purpose such as financing the cost of acquiring, construction, reconstructing or improving buildings, equipment and other real and personal properties suitable for use by and for leasing to the Town of Eagar, Arizona or its agencies or instrumentalities. Eagar Utilities Board

The Town Council has created the Utilities Board by ordinance as an independent entity; and vested it with operational and fiscal powers including those of management and funding.   The Utilities Board is a public body created by the Council and given authority to manage the utility functions of the Town.

bulletWhere and when are the council meetings held?
Council Meetings are held at 7:00PM on the first and  second Tuesday of each month at City Hall, 174 South Main Street.
Work sessions are held the first and second Tuesday of each month at 6:00PM.
bulletWho may attend a council meeting?
In accordance with Arizona Meeting Laws, any member of the public, be they a resident or visitor, may attend and be heard.
bulletWill I have an opportunity to speak at a council meeting?
There is usually an opportunity early into the Council Meeting in which members of the public may address the Council.
bulletCan Council act on a topic that I bring to the meeting?
Council may not vote to take action on any item unless it is included in the Council Agenda. The Council Agenda, in accordance with Arizona Meeting Laws, is required to be publicly posted before the meeting. There is usually an opportunity early into the Council Meeting in which members of the public may address the Council.
bulletWho can run for office?
Any resident of the Town of Eagar may run for one of the public offices.
bulletWho can attend a Council Meeting?
Residents of Eagar and the general public are invited to attend.
bulletCan I address the Council during the meeting?
Public comments regarding items not on the agenda must be made during a special section of the meeting, are entered into public record, and will be limited to five minutes in duration. The Public Comments section will be announced by the Mayor during the meeting.
bulletWhen does the Council take action on Agenda Items?
The Council meets to discuss and vote on Agenda Items during regularly scheduled meetings, held the first and second Tuesdays of each month at 7:00PM.
bulletWill I be allowed to speak on an Agenda Item?
Yes, but residents of Eagar will be asked to sign in prior to the meeting with the Town Clerk, so that they may be recognized by the council at the appropriate time. You may arrive early to complete a brief form asking for your name, residence, and subject, or you can click here to download a copy of the appearance form. bulletCan I meet with a Councilmember or the Mayor outside the regular meetings?
Yes, but State Open Meeting Laws prohibit a quorum, or majority of the members, to meet to discuss any topic in a forum that is not readily accessible to the general public. This means that any meeting that requires the attendance of a quorum of the elected officials must be publicly posted and announced at least 24 hours in advance. However, residents are encouraged to meet with, exchange ideas with, and to share their viewpoints with their elected officials as part of their active participation in self-governance.
bulletHow long do the meetings usually last?
The length of the regularly scheduled meetings can vary significantly, depending upon the amount of items which need to be addressed on the agenda. One to two hours or more is not uncommon.
bulletWhat is an Executive Session?
On occasion, the Council may be required to meet in private with the Town Manager, Town Attorney, and Town Clerk to discuss matters of a legal or confidential nature. In such instances, the Council will leave the room to discuss the topic, and then return to the chambers.
